EXECUTIVE SUMMARY:

During the applicant’s 3 years and 9 months of service, the applicant’s record shows receipt of several negative
administrative entries related to dereliction of duties and insubordination. As a result, the applicant was placed
on performance probation and given an unsatisfactory conduct mark to provide feedback on the trend of this
adverse behavior. The applicant’s negative attitude and lack of adequate performance was documented at two
separate commands over a 2 year period. Specifically, the applicant was counseled on the inability to control

anxiety during routine missions, and offered the Employee Assistance Program as an outsource to improve
mental wellness. ,

In the Spring of 2005, the applicant received a disciplinary evaluation stemming from Non-Judicial Punishment

proceedings. On the subsequent evaluation, the applicant received another non-recommendation for
advancement to the next pay grade.

The most favorable RE code for separation due to “Condition, Not a disability” is RE3. Additionally, the
applicant’s conduct and performance while serving in the Coast Guard are in alignment with the RE3 and could
have garnered an RE4. The assigned SPD code and narrative reason issued in early 2006 are proper.

Propriety: Discharge was proper.
Equity: Discharge was equitable.
Final Adjudication by Assistant Commandant For Human Resources: No relief. Stand as issued.

The applicant was issued an entry level separation due to the inability to adapt during the first 180 days of service. The Board finds no issues with propriety or equity in this case. An RE3 reentry code is not an affirmative recommendation for reenlistment, rather it represents that the applicant is not recommended for reenlistment due to a disqualifying factor.
